ryan, romney, romney of course on the top of the ticket. i think you've seen from democrats a real attempt to tie the republican ticket to the house republicans who don't have a very high favorability rating so that's going to be what biden's going to try to do, lay out point by point. he'd been reading that book "young guns" by some of those tea party folks partly authored by paul ryan. i think it's a matter of laying those facts out and hitting him back with his own words. $18 billion taken from medicare where he does the same thing in his budget. >> well, and as far as the gender gap numbers, easterin. president obama gained among women after the debate while romney gained them on men. we talked after the debate and you and others noted there was not a lot of conversation -- i mean, listen, we know that women are concerned about the economy. we get that. i actually even don't like when people say that because that is a no brainer. we're all concerned about the economy. everyone wants to work. and we know that there are men who are concer

ryan has the romney plan to lower tax rates and cap deductions. do you think they're going to go at it? is it better to raise taxes or lower them to improve the economy? are we going to see that picture tonight? >> i think you will. i think you'll see a renewal of the theme if you let these individual tax rates soar up you're also clobering that small, medium-sized entrepreneur who's really a job creation engine. a quarter of all those jobs are in the hands of those folks and they're reacting negatively to the threat of higher taxes. it's one of the reasons that we've seen i think this confidence and lack of uncertainty suffer out there. in other words, people just don't know. we don't actually, larry, have a tax code really. 60 some provisions expired at the end of 2011, 40 some more are expiring this year. thog is known, nothing is certain and that's part of that big looming fiscal cliff that needs tore cleared up. paul ryan has a plan to do that. >> john harwood? >> governor engler, i just want to ask you about two economic issues. one national

the romney/ryan spending plan here. but last night martha raddatz's questioning and joe biden's badgering got paul ryan to disavow this plan altogether saying he does not want an increase at all despite the fact it is what he and mr. romney has been campaigning on. paul ryan broke new ground on saying how and why he and mitt romney would overturn roe v. wade and make abortion criminal. his issue on rape in particular has people going nuts today for obvious reasons. we'll be covering that in future shows. joe biden also dipped paul ryan in tar and rolled him in feathers on the issue of the stimulus. and mr. ryan's supposed principles on that issue. we talked about that moments ago with chris hayes. but there are two things that i think are hugely important to the presidential campaign that happened last night. two things that i, frankly, never thought we would get to. and that we got to and, boy, howdy, is this new territory. first was this. >> you asked, do i feel free? let me put it to you this way. i earned capital in
